This is a Hi/Lo pattern from www.turnstep.com. (pattern 14282)

*Arm combo for last 16 counts: (1) right arm on left shoulder, (2) left arm on right shoulder, (3) both arms above head in a V shape, (4) clap hands together above head, (5-8) roll arms down in front of body

So the cross, cross, up, clap happens when you travel forwards and backwards, and the roll is done on the spot
